Goals :

With the opening of this international tender, the Angolan government intends, in line with its strategy of boosting and profiting from the public business sector, to capture investment and know-how from the private sector for the management, exploration and expansion of the referred infrastructure, as well as the capacity building of national Human Capital. We also hope that this partnership will contribute in a realistic and transversal way to the country's economic and social dynamism and growth.

Expected Results

• The management, recovery and expansion of the Transport and Metropolitan Networks
• Promote improved communications between all regions of the country, promoting equal opportunities and access to essential services
• Significantly reduce regional asymmetries, reducing levels of digital illiteracy and info-exclusion

Proposals must be submitted within 60 days from the date of publication of the advertisement in Jornal de Angola.

Without prejudice to the definition of the previous point, the deadline for submission of proposals may be extended by the Contracting Public Entity (EPC).

Proposals must be physically delivered in an inviolable envelope at the following address: Rua das Quipacas, 186, 3ºandar, Distrito da Ingombotas, Luanda – Angola. PO Box 625.

The proposal and documents should be written in Portuguese or, if not, must be jointed by a duly legalized translation in relation to which the bidder declares to accept the prevalence of the Portuguese translation.

Applications must be submitted by 15:00 on November 15, 2021.

All natural or legal persons, whatever their activity, may compete or be part of any association or grouping that competes for this procedure, without any legal form of association between them, and may take the form of a Consortium or Business Group.

The public tender is open to national or international entities

The Contract is regulated by Angolan Law, namely:

Presidential Order No. 99/21 of June 17;

Law No. 41/20, of December 23, Public Contracts Law and all related legislation.

The results of the tender will be published 24 hours after notification of the award.

The process will be carried out by an Evaluation Committee and the award criterion is that of the most advantageous proposal for the Public Contracted Company, based on the factors set out in the parts of the procedure, specifically in the tender program.

Candidates must have, or commit to have, a statutory or share capital of at least 10,000,000.00 (ten million of american dollars) and annual operating income greater than $95,000,000.00 (ninety-five million of american dollars).

Candidates must obtain a copy of the tender documents, from the date fixed in the publication of the advertisement in Jornal de Angola, in the following terms:

The price for obtaining the tender documents is USD 20,000.00 or the equivalent in Kwanzas at the rate practiced by the National Bank of Angola.
